"जलवा-ए-हुस्न": IAS Tina Dabi’s raid in Barmer uncovered illegal spa activities, prostitution and blackmailing, leading to the arrest of two men and five women, finally addressing locals’ long-standing complaints of immoral conduct in residential areas
Tina Dabi, the renowned District Collector of Barmer, Rajasthan, spearheaded a surprise raid on a spa that had been operating under suspicious circumstances. For quite some time, Barmer city has been dealing with the troubling issue of immoral activities taking place within various spa centers. "It is noteworthy that several spa centers are operating in various parts of Barmer city, and for a long time, locals have been filing complaints with the authorities about immoral activities taking place inside these spas." Despite numerous complaints from concerned residents, there had been no concrete action taken by the authorities to address the situation. The inaction from the police force over time allowed these spa operators to continue their operations without fear of consequences, leading to their growing confidence in avoiding any repercussions.
Under the pretense of providing legitimate spa services, some of these establishments have even engaged in more sinister practices. "Under the guise of spa services, some people have also fallen victim to blackmailing schemes." This has added another layer of concern for the locals, who had become increasingly alarmed at the unchecked growth of these immoral activities. Acting on these persistent complaints and concerns from the community, District Collector Tina Dabi decided to intervene. "District Collector Tina Dabi conducted a raid on a spa center on Wednesday, during which two men and five women were taken into custody." The raid was a significant move aimed at addressing this long-standing issue and finally putting an end to the illegal operations that had been allowed to flourish unchecked.

Spas Operate Under Labor Department Licenses
The operations of these spas have been cloaked in a layer of legal protection, making it difficult for authorities to shut them down completely. "To run these spa centers, operators first obtain licenses from the Labor Department." This seemingly legitimate front allows them to continue their businesses without raising initial suspicion. However, what happens behind closed doors is far from legitimate spa services. These operators bring in women from various states and countries, such as West Bengal, Uttar Pradesh, Bihar, and even Nepal, under the guise of employment in the spa industry. "Afterward, they bring in women from West Bengal, Uttar Pradesh, Bihar, and Nepal to carry out prostitution under the cover of spa services."
The authorities, though aware of these illegal activities, have struggled to maintain consistent enforcement. "Although the police have occasionally taken action against these illegal spa centers under the Prevention of Immoral Trafficking Act (PITA), the lack of consistent enforcement allows the operators to resume their activities after being released on bail." This cycle of arrests and subsequent release on bail has emboldened the spa operators to continue their immoral practices, much to the dismay of the local community. These spas, often situated in residential areas, have become a major nuisance for the residents, who have not ceased filing complaints in hopes of putting an end to these operations. "This illegal operation is prevalent in many residential areas of Barmer district, prompting locals to continue lodging complaints."
District Collector Tina Dabi, recognizing the seriousness of the issue and the ongoing distress it has caused the residents, decided to take swift and decisive action. "In light of this, District Collector Tina Dabi took decisive action on Wednesday by raiding one of these spa centers."
