In an important and momentous development, the Union Cabinet of India, spearheaded by Prime Minister Shri Narendra Modi, has confirmed the ratification of the Headquarters Agreement (HQA) between the Government of India (GoI) and the Coalition for Disaster Resilient Infrastructure (CDRI). This accord, officially inked on 22nd August 2022, signifies a pivotal leap in India's continuous pursuit to amplify its global leadership footprint in areas of climate change and disaster resilience.

The Coalition for Disaster Resilient Infrastructure (CDRI) is a monumental global initiative, brought into existence by the Hon’ble Prime Minister of India during the United Nations Climate Action Summit, which took place on 23rd September 2019 in New York. This initiative is perceived as a powerful testament to India's unwavering commitment towards tackling the urgent challenges associated with climate change and establishing disaster resilience.
Prior to this, the Union Cabinet had given its nod to the creation of the CDRI, along with its supportive Secretariat, stationed in New Delhi, on 28th August 2019. In a bid to financially back this initiative, the Cabinet also sanctioned the Government of India's monetary support of Rs. 480 crore to the CDRI, which spans over a duration of five years, starting from 2019-20 and extending up to 2023-24.
Taking another significant stride on 29th June 2022, the Cabinet endorsed the recognition of the CDRI as an International Organization. This acknowledgment acted as a stepping stone for the signing of the Headquarters Agreement (HQA), awarding the CDRI exemptions, immunities, and privileges as envisaged under Section-3 of the United Nations (Privileges & Immunities) Act, 1947.
Subsequent to the Cabinet's determination, the HQA was officially signed between the GoI and the CDRI on 22nd August 2022. This pact represents an important milestone in the CDRI's journey, furnishing it with an autonomous and international legal persona, thereby amplifying its capabilities to execute its functions more effectively on a global platform.

The CDRI is an international alliance that unites National Governments, UN agencies and programs, multilateral development banks and financing mechanisms, the private sector, along with academic and knowledge institutions. The fundamental objective of this coalition is to bolster the resilience of infrastructure systems against climate and disaster risks, ensuring a path towards sustainable development.
Ever since its inception, the CDRI has witnessed a consistent enlargement in its membership. As of the current scenario, thirty-one countries, six international organizations, and two private sector organizations have enlisted as members of the CDRI. The coalition has been successful in attracting a heterogeneous assortment of members, ranging from economically advanced nations, developing countries, to countries that are particularly susceptible to climate change and disasters.

The approval of the signed Headquarters Agreement between the GoI and the CDRI will streamline the process of granting exemptions, immunities, and privileges as contemplated under Section-3 of the United Nations (Privileges & Immunities) Act, 1947. This will confer the CDRI with an independent and international legal persona, thus empowering it to carry out its international functions with an elevated level of efficiency.
